Why they hate us (II): How many Muslims has the U.S. killed in the past 30 years?

Tom Friedman had an especially fatuous column in Sunday’s New York Times,which is saying something given his well-established capacity for smug self-assurance. According to Friedman, the big challenge we face in the Arab and Islamic world is “the Narrative” — his patronizing term for Muslim views about America’s supposedly negative role in the region. If Muslims weren’t so irrational, he thinks, they would recognize that “U.S. foreign policy has been largely dedicated to rescuing Muslims or trying to help free them from tyranny.” He concedes that we made a few mistakes here and there (such as at Abu Ghraib), but the real problem is all those anti-American fairy tales that Muslims tell each other to avoid taking responsibility for their own actions.

I heard a different take on this subject at a recent conference on U.S. relations with the Islamic world. In addition to hearing a diverse set of views from different Islamic countries, one of the other participants (a prominent English journalist) put it quite simply. “If the United States wants to improve its image in the Islamic world,” he said, “it should stop killing Muslims.”

Now I don’t think the issue is quite that simple, but the comment got me thinking: How many Muslims has the United States killed in the past thirty years, and how many Americans have been killed by Muslims? Coming up with a precise answer to this question is probably impossible, but it is also not necessary, because the rough numbers are so clearly lopsided.

Here’s my back-of-the-envelope analysis, based on estimates deliberately chosen to favor the United States. Specifically, I have taken the low estimates of Muslim fatalities, along with much more reliable figures for U.S. deaths.

To repeat: I have deliberately selected “low-end” estimates for Muslim fatalities, so these figures present the “best case” for the United States. Even so, the United States has killed nearly 30 Muslims for every American lost. The real ratio is probably much higher, and a reasonable upper bound for Muslim fatalities (based mostly on higher estimates of “excess deaths” in Iraq due to the sanctions regime and the post-2003 occupation) is well over one million,equivalent to over 100 Muslim fatalities for every American lost.

Figures like these should be used with caution, of course, and several obvious caveats apply. To begin with, the United States is not solely responsible for some of those fatalities, most notably in the case of the “excess deaths” attributable to the U.N. sanctions regime against Iraq. Saddam Hussein clearly deserves much of the blame for these “excess deaths,” insofar as he could have complied with Security Council resolutions and gotten the sanctions lifted or used the “oil for food” problem properly. Nonetheless, the fact remains that the United States (and the other SC members) knew that keeping the sanctions in place would cause tens of thousands of innocent people to die and we went ahead anyway.

Similarly, the United States is not solely to blame for the sectarian violence that engulfed Iraq after the 2003 invasion. U.S. forces killed many Iraqis, to be sure, but plenty of Shiites, Kurds, Sunnis, and foreign infiltrators were pulling triggers and planting bombs too. Yet it is still the case that the United States invaded a country that had not attacked us, dismantled its regime, and took hardly any precautions to prevent the (predictable) outbreak of violence. Having uncapped the volcano, we are hardly blameless, and that goes for pundits like Friedman who enthusiastically endorsed the original invasion.

Third, the fact that people died as a result of certain U.S. actions does not by itself mean that those policy decisions were wrong. I’m a realist, and I accept the unfortunate fact that international politics is a rough business and sometimes innocent people die as a result of actions that may in fact be justifiable. For example, I don’t think it was wrong to expel Iraq from Kuwait in 1991 or to topple the Taliban in 2001. Nor do I think it was wrong to try to catch Bin Laden — even though people died in the attempt — and I would support similar efforts to capture him today even if it placed more people at risk. In other words, a full assessment of U.S. policy would have to weigh these regrettable costs against the alleged benefits to the United States itself or the international community as a whole.

Yet if you really want to know “why they hate us,” the numbers presented above cannot be ignored. Even if we view these figures with skepticism and discount the numbers a lot, the fact remains that the United States has killed a very large number of Arab or Muslim individuals over the past three decades. Even though we had just cause and the right intentions in some cases (as in the first Gulf War), our actions were indefensible (maybe even criminal) in others.

It is also striking to observe that virtually all of the Muslim deaths were the direct or indirect consequence of official U.S. government policy. By contrast, most of the Americans killed by Muslims were the victims of non-state terrorist groups such as al Qaeda or the insurgents in Iraq and Afghanistan. Americans should also bear in mind that the figures reported above omit the Arabs and Muslims killed by Israel in Lebanon, Gaza, and the West Bank. Given our generous and unconditional support for Israel’s policy towards the Arab world in general and the Palestinians in particular, Muslims rightly hold us partly responsible for those victims too.

Contrary to what Friedman thinks, our real problem isn’t a fictitious Muslim “narrative” about America’s role in the region; it is mostly the actual things we have been doing in recent years. To say that in no way justifies anti-American terrorism or absolves other societies of responsibility for their own mistakes or misdeeds. But the self-righteousness on display in Friedman’s op-ed isn’t just simplistic; it is actively harmful. Why? Because whitewashing our own misconduct makes it harder for Americans to figure out why their country is so unpopular and makes us less likely to consider different (and more effective) approaches.

Some degree of anti-Americanism may reflect ideology, distorted history, or a foreign government’s attempt to shift blame onto others (a practice that all governments indulge in), but a lot of it is the inevitable result of policies that the American people have supported in the past. When you kill tens of thousands of people in other countries — and sometimes for no good reason — you shouldn’t be surprised when people in those countries are enraged by this behavior and interested in revenge. After all, how did we react after September 11?

Foreign-Policy Blowback at Ft. Hood

Amidst all the debate over whether the Ft. Hood killer is a terrorist, murderer, enemy combatant, traitor, sleeper agent, or insane person, there is one glaring fact staring America in the face: what happened at Ft. Hood is more blowback from U.S. foreign policy in the Middle East, specifically the occupations of Iraq and Afghanistan. Even at this early stage of the investigation, the evidence is virtually conclusive that the accused killer, Maj. Nidal Malik Hasan, was motivated to kill U.S. soldiers at Ft. Hood by deep anger and rage arising from the things that the U.S. government has been doing to people in the Middle East for many years.

Oh, I can already hear the interventionists exclaiming, “You’re a justifier! You’re justifying what he did!”

Isn’t that what they said after the 9/11 attacks, when we libertarians pointed out that those attacks were motivated by the deep anger and rage that had boiled over in the Middle East because of what the U.S. government had been doing to people there?

“You’re a justifier,” the interventionists cried. “You’re justifying what they did.”

In fact, isn’t that what they said after Timothy McVeigh’s terrorist attack on the federal building in Oklahoma City, when we libertarians pointed out that he had been motivated by deep anger and rage arising from the federal massacre of U.S. citizens at Waco, including innocent women and children?

“You’re a justifier,” they said. “You’re justifying what McVeigh did.”

The reason the interventionists go off on this “You’re a justifier” tirade is that the last thing they want to be confronted with is the wrongdoing of the U.S. government and its responsibility for the blowback — the retaliatory consequences — from such wrongdoing.

Think back to the 1993 terrorist strike on the World Trade Center. The following is an excerpt from a statement made by convicted terrorist Ramzi Yousef to the federal judge at Yousef’s sentencing hearing. As you read what he said, see if you detect anger and rage within this man:

“You keep talking also about collective punishment and killing innocent people to force governments to change their policies; you call this terrorism when someone would kill innocent people or civilians in order to force the government to change its policies. Well, when you were the first one who invented this terrorism…. And now you have invented new ways to kill innocent people. You have so-called economic embargo which kills nobody other than children and elderly people…. You are the ones who invented terrorism and using it every day. You are butchers, liars, and hypocrites.”

That terrorist attack at the World Trade Center took place in 1993. That was after the Persian Gulf War, when the Pentagon knowingly and intentionally destroyed the water-and-sewage facilities in Iraq with the specific intent of spreading infectious illnesses among the Iraqi people. It was also the second year of the brutal sanctions that were contributing to the deaths of Iraqi children, many from infectious illnesses.

That was what Yousef was referring to when he mentioned the “embargo which kills nobody but children and elderly people.” That’s just one of the things that the U.S. government was doing to people in the Middle East that were causing people’s anger and rage to reach a boiling point.

Here at The Future of Freedom Foundation, we repeatedly warned — prior to 9/11 — that unless the U.S. government ceased and desisted from its wrongful conduct in the Middle East, the United States would be hit with another terrorist attack. We were repeatedly pointing out that the anger and rage were going to reach another boiling point, just like they had in 1993, and culminate in a terrorist attack on American soil.

Of course, one might say, “But the Pentagon, the president, and the CIA probably weren’t reading your essays prior to 9/11 and so they wouldn’t have known about such warnings.”

Fair enough. But surely many of them were familiar with the works of Chalmers Johnson, professor emeritus at the University of California, San Diego, who served as a consultant for the CIA from 1967-1973. In his book Blowback: The Costs and Consequences of American Empire, Johnson made the same point — that U.S. foreign policy in the Middle East was inevitably going to lead to retaliatory terrorist blowback on American soil. His book was published in March 2000, more than a year before the 9/11 attacks.

Did the U.S. government learn anything at all after the 1993 attack on the World Trade Center? Did it change its interventionist foreign policy? Did it stop doing bad things to people in the Middle East?

On the contrary, it not only continued its interventionist policies that had precipitated the 1993 retaliatory blowback on the World Trade Center, it expanded upon them for the next several years, until the anger and rage in the Middle East once again reached a boiling point that erupted in full force on 9/11.

For example, consider the brutal sanctions that were contributing to the deaths of countless Iraqi children that had filled Ramzi Yousef and many other people in the Middle East with anger and rage. Those sanctions continued … and continued … and continued, with the death toll mounting year after year after year — along with rising anger and rage.

By the mid-1990s the death toll for Iraqi children from the sanctions had reached the hundreds of thousands.

What was the response of U.S. officials to this rising death toll? Nothing but callous indifference. They simply didn’t care. In 1996 U.S. Ambassador to the UN Madeleine Albright expressed the official position of Washington when she responded to a question put to her by “Sixty Minutes” regarding the half-a-million children who had died as a result of the sanctions: She said that such a price was “worth it.” By “it” she meant U.S. foreign policy in the Middle East, specifically the attempt to oust Saddam Hussein from power and replace him with a U.S.-approved ruler.

In other words, U.S. officials were willing to trade the lives of any number of Iraqi children, no matter how high such a number might reach, to achieve the U.S. foreign policy goal of “regime change.”

The brutal sanctions continued throughout the 1990s and in to the 2000s, amidst a growing outcry all over the world, not to mention the rising anger and rage within people in the Middle East. In order to cover its wrongdoing, the U.S. got the UN to enact the infamous oil-for-food program, a crooked, corrupt, bureaucratic, socialistic government program that was nothing more than a charade to cover up the rising death toll and the callous indifference to the horror.

In 2000, in a crisis of conscience, two high UN officials, Hans van Sponeck and Denis Halliday, even resigned their posts in protest to what was being described as genocide. “As a UN official, I should not be expected to be silent to that which I recognise as a true human tragedy that needs to be ended,” von Sponeck stated. “How long the civilian population, which is totally innocent on all this, should be exposed to such punishment for something that they have never done?” he asked.

Those brutal sanctions continued all way up to the U.S invasion of Iraq in 2003.

Unfortunately, that wasn’t all that the U.S. government did after the Berlin Wall collapsed, when people were questioning the necessity of an enormous Cold War military and military-industrial complex. The U.S. government also did such things as station troops on Islamic holy lands, knowing full well the adverse effect this would have on the sensitivities of Muslims. It also enforced the brutal no-fly zones over Iraq, which were used as the excuse to kill more Iraqis — zones which, by the way, had never been approved by either Congress or the UN. And on top of all this death, destruction, and humiliation, was the never-ending unconditional financial and military foreign aid given to the Israeli government.

I ask you: What better formula for boiling anger and rage among people in the Middle East than that?

Did anything change after the 9/11 attacks? Did the U.S. government learn any lessons from those attacks? Did it abandon any of its interventionist policies?

On the contrary, it not only continued the policies that had given rise to the anger and rage, it used the attacks to expand the interventionist policies.

First and foremost, the 9/11 attacks were used as the excuse to effect regime change not only in Iraq but also in Afghanistan.

In other words, what 11 years of brutal and deadly sanctions had failed to achieve in Iraq — regime change — was quickly achieved with a military invasion and occupation.

The U.S. government had provided Afghanistan with millions of dollars in foreign aid immediately prior to the 9/11 attacks, with full knowledge that Osama bin Laden was based in Afghanistan. But when the Taliban refused to comply with President Bush’s unconditional and non-negotiable demand to turn bin Laden over to the United States without the production of any evidence, the U.S. resorted to invasion and occupation to oust the Taliban from power and replace them with a U.S.-approved ruler, in the process killing countless Afghanis who had absolutely nothing to do with the 9/11 attacks.

Compare the deadly and disastrous consequences from the military approach used to try to capture bin Laden to the criminal-justice approach that was used to capture Ramzi Yousef. Yousef today is residing in a U.S. federal penitentiary as a result of the sentence he received by a federal judge who treated terrorism as the federal crime it is. Also, no one was killed by U.S. bombs in Pakistan, where Yousef was ultimately arrested.

Compounding the invasions and long-term occupations of Iraq and Afghanistan has been the callous indifference to the loss of innocent life in those two countries. Year after year, U.S. officials have professed to be killing and destroying out of love for the Iraqi and Afghani people. Sure, we’re killing you but it’s all for your own good because in the long run, you will have democracy and so it will all be worth it, U.S. officials have exclaimed. Don’t fret about losing your mother or father, or your bride, or your sister, or your friend. In the long run, you will thank us because you will find that democracy will be worth it.

What could be more wrongful, more immoral than that — the intentional killing of human beings in order to achieve a political-welfare goal? And keep in mind that there has never been an upward limit on the number of Afghanis and Iraqis who could be killed to achieve “democracy.” Any number of deaths, no matter how high, would be considered “worth it.”

Longtime supporters of The Future of Freedom Foundation know that ever since our inception in 1989, we have led the way in opposition to a pro-empire, pro-interventionist foreign policy. In fact, one of earliest books was The Failure of America’s Foreign Wars, followed later by Liberty, Security, and the War on Terrorism, published after 9/11, followed by innumerable essays since then.

Since 9/11, we have consistently opposed both the invasion of Iraq and Afghanistan, arguing fervently that not only were these two wars illegal (no declaration of war, as required by the U.S. Constitution) but that they were nothing more than a continuation of the policies that had produced the boiling anger and rage that had erupted in 1993 and then again on 9/11.

We must never lose sight of the fact that in Iraq, it is the U.S. government that is the aggressor — the invader — the occupier. It is the U.S. government that started this war. It is the Iraqis who are the defenders, the victims of what the Nuremberg War Crimes Tribunal called a “war of aggression.”

We should also never lose sight of the fact that while Afghanistan bore a tangential relationship to 9/11, the decision to treat the attack as a military problem rather than a criminal-justice one has been an unmitigated disaster. By killing countless Afghanis who had nothing to do with 9/11, the U.S. government has simultaneously swelled the ranks of people whose anger and rage have propelled them into the ranks of those who seek retaliation, including it now seems beyond any doubt, the alleged Ft. Hood killer, Maj. Nidal Malik Hasan.

Are we here at The Future of Freedom Foundation surprised by the Ft. Hood killings? Why would we be? In fact, what surprises us is that we haven’t seen more of this type of thing. How can it be otherwise?

I’m going to repeat what we’ve been saying since before 9/11: the U.S. government needs to get out of the Middle East and Afghanistan. Pull the troops out now. There is no other genuine way to support them. Stop the killing. End the occupations. The U.S. military and the CIA have had eight years to do all the killing, torturing, humiliating, and destroying they want. Now it is time to bring it to an end. Enough is enough.

And I’m going to repeat our predictions of what Americans should expect should the U.S. government continue its pro-empire, pro-interventionist foreign policy in the Middle East and Afghanistan: Americans should prepare themselves to reap the full bounty of what their government’s foreign policy is sowing. An evil seed will produce an evil tree that will bear evil fruit. As the anger and rage arising from the U.S. government’s foreign policy periodically boils over, everyone should prepare himself for more acts of terrorism, murder, treason, war, insanity or whatever other label you wish to put on the retaliatory killing, not to mention the monetary disaster that looms ahead from all of the out-of-control spending to finance this imperialist and interventionist madness.

An Imperial Strategy for a New World Order: The Origins of World War III

wwIIIprotesterIn the face of total global economic collapse, the prospects of a massive international war are increasing. Historically, periods of imperial decline and economic crisis are marked by increased international violence and war. The decline of the great European empires was marked by World War I and World War II, with the Great Depression taking place in the intermediary period.

Currently, the world is witnessing the decline of the American empire, itself a product born out of World War II. As the post-war imperial hegemon, America ran the international monetary system and reigned as champion and arbitrator of the global political economy.

To manage the global political economy, the US has created the single largest and most powerful military force in world history. Constant control over the global economy requires constant military presence and action.

Now that both the American empire and global political economy are in decline and collapse, the prospect of a violent end to the American imperial age is drastically increasing.

This essay is broken into three separate parts. The first part covers US-NATO geopolitical strategy since the end of the Cold War, at the beginning of the New World Order, outlining the western imperial strategy that led to the war in Yugoslavia and the “War on Terror.” Part 2 analyzes the nature of “soft revolutions” or “colour revolutions” in US imperial strategy, focusing on establishing hegemony over Eastern Europe and Central Asia. Part 3 analyzes the nature of the imperial strategy to construct a New World Order, focusing on the increasing conflicts in Afghanistan, Pakistan, Iran, Latin America, Eastern Europe and Africa; and the potential these conflicts have for starting a new world war with China and Russia.

Defining a New Imperial Strategy

In 1991, with the collapse of the Soviet Union, US-NATO foreign policy had to re-imagine its role in the world. The Cold War served as a means of justifying US imperialist expansion across the globe with the aim of “containing” the Soviet threat. NATO itself was created and existed for the sole purpose of forging an anti-Soviet alliance. With the USSR gone, NATO had no reason to exist, and the US had to find a new purpose for its imperialist strategy in the world.

In 1992, the US Defense Department, under the leadership of Secretary of Defense Dick Cheney [later to be George Bush Jr.’s VP], had the Pentagon’s Under Secretary of Defense for Policy, Paul Wolfowitz [later to be George Bush Jr.’s Deputy Secretary of Defense and President of the World Bank], write up a defense document to guide American foreign policy in the post-Cold War era, commonly referred to as the “New World Order.”

The Defense Planning Guidance document was leaked in 1992, and revealed that, “In a broad new policy statement that is in its final drafting phase, the Defense Department asserts that America’s political and military mission in the post-cold-war era will be to ensure that no rival superpower is allowed to emerge in Western Europe, Asia or the territories of the former Soviet Union,” and that, “The classified document makes the case for a world dominated by one superpower whose position can be perpetuated by constructive behavior and sufficient military might to deter any nation or group of nations from challenging American primacy.”

Further, “the new draft sketches a world in which there is one dominant military power whose leaders ‘must maintain the mechanisms for deterring potential competitors from even aspiring to a larger regional or global role’.” Among the necessary challenges to American supremacy, the document “postulated regional wars against Iraq and North Korea,” and identified China and Russia as its major threats. It further “suggests that the United States could also consider extending to Eastern and Central European nations security commitments similar to those extended to Saudi Arabia, Kuwait and other Arab states along the Persian Gulf.”[1]

NATO and Yugoslavia

The wars in Yugoslavia throughout the 1990s served as a justification for the continued existence of NATO in the world, and to expand American imperial interests in Eastern Europe.

The World Bank and IMF set the stage for the destabilization of Yugoslavia. After long-time dictator of Yugoslavia, Josip Tito, died in 1980, a leadership crisis developed. In 1982, American foreign policy officials organized a set of IMF and World Bank loans, under the newly created Structural Adjustment Programs (SAPs), to handle the crisis of the $20 billion US debt. The effect of the loans, under the SAP, was that they “wreaked economic and political havoc… The economic crisis threatened political stability … it also threatened to aggravate simmering ethnic tensions.”[2]

In 1989, Slobodan Milosevic became President of Serbia, the largest and most powerful of all the Yugoslav republics. Also in 1989, Yugoslavia’s Premier traveled to the US to meet President George H.W. Bush in order to negotiate another financial aid package. In 1990, the World Bank/IMF program began, and the Yugoslav state’s expenditures went towards debt repayment. As a result, social programs were dismantled, the currency devalued, wages frozen, and prices rose. The “reforms fueled secessionist tendencies that fed on economic factors as well as ethnic divisions, virtually ensuring the de facto secession of the republic,” leading to Croatia and Slovenia’s succession in 1991.[3]

In 1990, US the intelligence community released a National Intelligence Estimate (NIE), predicting that Yugoslavia would break apart, erupt in civil war, and the report then placed blame on Serbian President Milosevic for the coming destabilization.[4]

In 1991, conflict broke out between Yugoslavia and Croatia, when it, too, declared independence. A ceasefire was reached in 1992. Yet, the Croats continued small military offensives until 1995, as well as participating in the war in Bosnia. In 1995, Operation Storm was undertaken by Croatia to try to retake the Krajina region. A Croatian general was recently put on trial at The Hague for war crimes during this battle, which was key to driving the Serbs out of Croatia and “cemented Croatian independence.” The US supported the operation and the CIA actively provided intelligence to Croat forces, leading to the displacement of between 150,000 and 200,000 Serbs, largely through means of murder, plundering, burning villages and ethnic cleansing.[5] The Croatian Army was trained by US advisers, and the general on trial was even personally supported by the CIA.[6]

The Clinton administration gave the “green light” to Iran to arm the Bosnian Muslims and “from 1992 to January 1996, there was an influx of Iranian weapons and advisers into Bosnia.” Further, “Iran, and other Muslim states, helped to bring Mujihadeen fighters into Bosnia to fight with the Muslims against the Serbs, ‘holy warriors’ from Afghanistan, Chechnya, Yemen and Algeria, some of whom had suspected links with Osama bin Laden’s training camps in Afghanistan.”

It was “Western intervention in the Balkans [that] exacerbated tensions and helped to sustain hostilities. By recognising the claims of separatist republics and groups in 1990/1991, Western elites – the American, British, French and German – undermined government structures in Yugoslavia, increased insecurities, inflamed conflict and heightened ethnic tensions. And by offering logistical support to various sides during the war, Western intervention sustained the conflict into the mid-1990s. Clinton’s choice of the Bosnian Muslims as a cause to champion on the international stage, and his administration’s demands that the UN arms embargo be lifted so that the Muslims and Croats could be armed against the Serbs, should be viewed in this light.”[7]

During the war in Bosnia, there “was a vast secret conduit of weapons smuggling though Croatia. This was arranged by the clandestine agencies of the US, Turkey and Iran, together with a range of radical Islamist groups, including Afghan mojahedin and the pro-Iranian Hizbullah.” Further, “the secret services of Ukraine, Greece and Israel were busy arming the Bosnian Serbs.”[8] Germany’s intelligence agency, the BND, also ran arms shipments to the Bosnian Muslims and Croatia to fight against the Serbs.[9]

The US had influenced the war in the region in a variety of ways. As the Observer reported in 1995, a major facet of their involvement was through “Military Professional Resources Inc (MPRI), a Virginia-based American private company of retired generals and intelligence officers. The American embassy in Zagreb admits that MPRI is training the Croats, on licence from the US government.” Further, The Dutch “were convinced that US special forces were involved in training the Bosnian army and the Bosnian Croat Army (HVO).”[10]

As far back as 1988, the leader of Croatia met with the German Chancellor Helmut Kohl to create “a joint policy to break up Yugoslavia,” and bring Slovenia and Croatia into the “German economic zone.” So, US Army officers were dispatched to Croatia, Bosnia, Albania, and Macedonia as “advisers” and brought in US Special Forces to help.[11] During the nine-month cease-fire in the war in Bosnia-Herzegovina, six US generals met with Bosnian army leaders to plan the Bosnian offensive that broke the cease-fire.[12]

In 1996, the Albanian Mafia, in collaboration with the Kosovo Liberation Army (KLA), a militant guerilla organization, took control over the enormous Balkan heroin trafficking routes. The KLA was linked to former Afghan Mujaheddin fighters in Afghanistan, including Osama bin Laden.[13]

In 1997, the KLA began fighting against Serbian forces,[14] and in 1998, the US State Department removed the KLA from its list of terrorist organizations.[15] Before and after 1998, the KLA was receiving arms, training and support from the US and NATO, and Clinton’s Secretary of State, Madeline Albright, had a close political relationship with KLA leader Hashim Thaci.[16]

Both the CIA and German intelligence, the BND, supported the KLA terrorists in Yugoslavia prior to and after the 1999 NATO bombing of Yugoslavia. The BND had KLA contacts since the early 1990s, the same period that the KLA was establishing its Al-Qaeda contacts.[17] KLA members were trained by Osama bin Laden at training camps in Afghanistan. Even the UN stated that much of the violence that occurred came from KLA members, “especially those allied with Hashim Thaci.”[18]

The March 1999 NATO bombing of Kosovo was justified on the pretense of putting an end to Serbian oppression of Kosovo Albanians, which was termed genocide. The Clinton Administration made claims that at least 100,000 Kosovo Albanians were missing and “may have been killed” by the Serbs. Bill Clinton personally compared events in Kosovo to the Holocaust. The US State Department had stated that up to 500,000 Albanians were feared dead. Eventually, the official estimate was reduced to 10,000, however, after exhaustive investigations, it was revealed that the death of less than 2,500 Albanians could be attributed to the Serbs. During the NATO bombing campaign, between 400 and 1,500 Serb civilians were killed, and NATO committed war crimes, including the bombing of a Serb TV station and a hospital.[19]

In 2000, the US State Department, in cooperation with the American Enterprise Institute, AEI, held a conference on Euro-Atlantic integration in Slovakia. Among the participants were many heads of state, foreign affairs officials and ambassadors of various European states as well as UN and NATO officials.[20] A letter of correspondence between a German politician present at the meeting and the German Chancellor, revealed the true nature of NATO’s campaign in Kosovo. The conference demanded a speedy declaration of independence for Kosovo, and that the war in Yugoslavia was waged in order to enlarge NATO, Serbia was to be excluded permanently from European development to justify a US military presence in the region, and expansion was ultimately designed to contain Russia.[21]

Of great significance was that, “the war created a raison d’être for the continued existence of NATO in a post-Cold War world, as it desperately tried to justify its continued existence and desire for expansion.” Further, “The Russians had assumed NATO would dissolve at the end of the Cold War. Instead, not only has NATO expanded, it went to war over an internal dispute in a Slavic Eastern European country.” This was viewed as a great threat. Thus, “much of the tense relations between the United States and Russia over the past decade can be traced to the 1999 war on Yugoslavia.”[22]

The War on Terror and the Project for the New American Century (PNAC)

When Bill Clinton became President, the neo-conservative hawks from the George H.W. Bush administration formed a think tank called the Project for the New American Century, or PNAC. In 2000, they published a report called, Rebuilding America’s Defenses: Strategy, Forces, and Resources for a New Century. Building upon the Defense Policy Guidance document, they state that, “the United States must retain sufficient forces able to rapidly deploy and win multiple simultaneous large-scale wars.”[23] Further, there is “need to retain sufficient combat forces to fight and win, multiple, nearly simultaneous major theatre wars,”[24] and that “the Pentagon needs to begin to calculate the force necessary to protect, independently, US interests in Europe, East Asia and the Gulf at all times.”[25]

Interestingly, the document stated that, “the United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.”[26] However, in advocating for massive increases in defense spending and expanding the American empire across the globe, including the forceful destruction of multiple countries through major theatre wars, the report stated that, “Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor.”[27] That event came one year later with the events of 9/11. Many of the authors of the report and members of the Project for the New American Century had become officials in the Bush administration, and were conveniently in place to enact their “Project” after they got their “new Pearl Harbor.”

The plans for war were “already under development by far right Think Tanks in the 1990s, organisations in which cold-war warriors from the inner circle of the secret services, from evangelical churches, from weapons corporations and oil companies forged shocking plans for a new world order.” To do this, “the USA would need to use all means – diplomatic, economic and military, even wars of aggression – to have long term control of the resources of the planet and the ability to keep any possible rival weak.”

Among the people involved in PNAC and the plans for empire, “Dick Cheney – Vice President, Lewis Libby – Cheney’s Chief of Staff, Donald Rumsfeld – Defence Minister, Paul Wolfowitz – Rumsfeld’s deputy, Peter Rodman – in charge of ‘Matters of Global Security’, John Bolton – State Secretary for Arms Control, Richard Armitage – Deputy Foreign Minister, Richard Perle – former Deputy Defence Minister under Reagan, now head of the Defense Policy Board, William Kristol – head of the PNAC and adviser to Bush, known as the brains of the President, Zalmay Khalilzad,” who became Ambassador to both Afghanistan and Iraq following the regime changes in those countries.[28]

Brzezinski’s “Grand Chessboard”

Arch-hawk strategist, Zbigniew Brzezinski, co-founder of the Trilateral Commission with David Rockefeller, former National Security Adviser and key foreign policy architect in Jimmy Carter’s administration, also wrote a book on American geostrategy. Brzezinski is also a member of the Council on Foreign Relations and the Bilderberg Group, and has also been a board member of Amnesty International, the Atlantic Council and the National Endowment for Democracy. Currently, he is a trustee and counselor at the Center for Strategic and International Studies (CSIS), a major US policy think tank.

In his 1997 book, The Grand Chessboard, Brzezinski outlined a strategy for America in the world. He wrote, “For America, the chief geopolitical prize is Eurasia. For half a millennium, world affairs were dominated by Eurasian powers and peoples who fought with one another for regional domination and reached out for global power.” Further, “how America ‘manages’ Eurasia is critical. Eurasia is the globe’s largest continent and is geopolitically axial. A power that dominates Eurasia would control two of the world’s three most advanced and economically productive regions. A mere glance at the map also suggests that control over Eurasia would almost automatically entail African subordination.”[29]

He continued in outlining a strategy for American empire, stating that, “it is imperative that no Eurasian challenger emerges, capable of dominating Eurasia and thus of also challenging America. The formulation of a comprehensive and integrated Eurasian geostrategy is therefore the purpose of this book.”[30] He explained that, “Two basic steps are thus required: first, to identify the geostrategically dynamic Eurasian states that have the power to cause a potentially important shift in the international distribution of power and to decipher the central external goals of their respective political elites and the likely consequences of their seeking to attain them: [and] second, to formulate specific U.S. policies to offset, co-opt, and/or control the above.”[31]

What this means is that is it of primary importance to first identify states that could potentially be a pivot upon which the balance of power in the region exits the US sphere of influence; and secondly, to “offset, co-opt, and/or control” such states and circumstances. An example of this would be Iran; being one of the world’s largest oil producers, and in a strategically significant position in the axis of Europe, Asia and the Middle East. Iran could hold the potential to alter the balance of power in Eurasia if it were to closely ally itself with Russia or China, or both – giving those nations a heavy supply of oil as well as a sphere of influence in the Gulf, thus challenging American hegemony in the region.

Brzezinski removed all subtlety from his imperial leanings, and wrote, “To put it in a terminology that harkens back to the more brutal age of ancient empires, the three grand imperatives of imperial geostrategy are to prevent collusion and maintain security dependence among the vassals, to keep tributaries pliant and protected, and to keep the barbarians from coming together.”[32]

Brzezinski referred to the Central Asian republics as the “Eurasian Balkans,” writing that, “Moreover, they [the Central Asian Republics] are of importance from the standpoint of security and historical ambitions to at least three of their most immediate and more powerful neighbors, namely Russia, Turkey and Iran, with China also signaling an increasing political interest in the region. But the Eurasian Balkans are infinitely more important as a potential economic prize: an enormous concentration of natural gas and oil reserves is located in the region, in addition to important minerals, including gold.”[33] He further wrote that, “It follows that America’s primary interest is to help ensure that no single power comes to control this geopolitical space and that the global community has unhindered financial and economic access to it.”[34] This is a clear example of America’s role as an engine of empire; with foreign imperial policy designed to maintain US strategic positions, but primarily and “infinitely more important,” is to secure an “economic prize” for “the global community.” In other words, the United States is an imperial hegemon working for international financial interests.

Brzezinski also warned that, “the United States may have to determine how to cope with regional coalitions that seek to push America out of Eurasia, thereby threatening America’s status as a global power,”[35] and he, “puts a premium on maneuver and manipulation in order to prevent the emergence of a hostile coalition that could eventually seek to challenge America’s primacy.” Thus, “The most immediate task is to make certain that no state or combination of states gains the capacity to expel the United States from Eurasia or even to diminish significantly its decisive arbitration role.”[36]

The War on Terror and Surplus Imperialism

war-on-terrorIn 2000, the Pentagon released a document called Joint Vision 2020, which outlined a project to achieve what they termed, “Full Spectrum Dominance,” as the blueprint for the Department of Defense in the future. “Full-spectrum dominance means the ability of U.S. forces, operating alone or with allies, to defeat any adversary and control any situation across the range of military operations.” The report “addresses full-spectrum dominance across the range of conflicts from nuclear war to major theater wars to smaller-scale contingencies. It also addresses amorphous situations like peacekeeping and noncombat humanitarian relief.” Further, “The development of a global information grid will provide the environment for decision superiority.”[37]

As political economist, Ellen Wood, explained, “Boundless domination of a global economy, and of the multiple states that administer it, requires military action without end, in purpose or time.”[38] Further, “Imperial dominance in a global capitalist economy requires a delicate and contradictory balance between suppressing competition and maintaining conditions in competing economies that generate markets and profit. This is one of the most fundamental contradictions of the new world order.”[39]

Following 9/11, the “Bush doctrine” was put in place, which called for “a unilateral and exclusive right to preemptive attack, any time, anywhere, unfettered by any international agreements, to ensure that ‘[o]ur forces will be strong enough to dissuade potential adversaries from pursuing a military build-up in hope of surpassing, or equaling, the power of the United States’.”[40]

NATO undertook its first ground invasion of any nation in its entire history, with the October 2001 invasion and occupation of Afghanistan. The Afghan war was in fact, planned prior to the events of 9/11, with the breakdown of major pipeline deals between major western oil companies and the Taliban. The war itself was planned over the summer of 2001 with the operational plan to go to war by mid-October.[41]

Afghanistan is extremely significant in geopolitical terms, as, “Transporting all the Caspian basin’s fossil fuel through Russia or Azerbaijan would greatly enhance Russia’s political and economic control over the central Asian republics, which is precisely what the west has spent 10 years trying to prevent. Piping it through Iran would enrich a regime which the US has been seeking to isolate. Sending it the long way round through China, quite aside from the strategic considerations, would be prohibitively expensive. But pipelines through Afghanistan would allow the US both to pursue its aim of ‘diversifying energy supply’ and to penetrate the world’s most lucrative markets.”[42]

As the San Francisco Chronicle pointed out a mere two weeks following the 9/11 attacks, “Beyond American determination to hit back against the perpetrators of the Sept. 11 attacks, beyond the likelihood of longer, drawn-out battles producing more civilian casualties in the months and years ahead, the hidden stakes in the war against terrorism can be summed up in a single word: oil.” Explaining further, “The map of terrorist sanctuaries and targets in the Middle East and Central Asia is also, to an extraordinary degree, a map of the world’s principal energy sources in the 21st century. The defense of these energy resources – rather than a simple confrontation between Islam and the West – will be the primary flash point of global conflict for decades to come.”

Among the many notable states where there is a crossover between terrorism and oil and gas reserves of vital importance to the United States and the West, are Saudi Arabia, Libya, Bahrain, the Gulf Emirates, Iran, Iraq, Egypt, Sudan and Algeria, Turkmenistan, Kazakhstan, Azerbaijan, Chechnya, Georgia and eastern Turkey. Importantly, “this region accounts for more than 65 percent of the world’s oil and natural gas production.” Further, “It is inevitable that the war against terrorism will be seen by many as a war on behalf of America’s Chevron, ExxonMobil and Arco; France’s TotalFinaElf; British Petroleum; Royal Dutch Shell and other multinational giants, which have hundreds of billions of dollars of investment in the region.”[43]

It’s no secret that the Iraq war had much to do with oil. In the summer of 2001, Dick Cheney convened an Energy Task Force, which was a highly secret set of meetings in which energy policy was determined for the United States. In the meetings and in various other means of communication, Cheney and his aides met with top officials and executives of Shell Oil, British Petroleum (BP), Exxon Mobil, Chevron, Conoco, and Chevron.[44] At the meeting, which took place before 9/11 and before there was any mention of a war on Iraq, documents of Iraqi oilfields, pipelines, refineries and terminals were presented and discussed, and “Saudi Arabian and United Arab Emirates (UAE) documents likewise feature a map of each country’s oilfields, pipelines, refineries and tanker terminals.”[45] Both Royal Dutch Shell and British Petroleum have since received major oil contracts to develop Iraqi oilfields.[46]

The war on Iraq, as well as the war on Afghanistan, also largely serve specifically American, and more broadly, Western imperial-strategic interests in the region. In particular, the wars were strategically designed to eliminate, threaten or contain regional powers, as well as to directly install several dozen military bases in the region, firmly establishing an imperial presence. The purpose of this is largely aimed at other major regional players and specifically, encircling Russia and China and threatening their access to the region’s oil and gas reserves. Iran is now surrounded, with Iraq on one side, and Afghanistan on the other.

Concluding Remarks

Part 1 of this essay outlined the US-NATO imperial strategy for entering the New World Order, following the break-up of the Soviet Union in 1991. The primary aim was focused on encircling Russia and China and preventing the rise of a new superpower. The US was to act as the imperial hegemon, serving international financial interests in imposing the New World Order. The next part to this essay examines the “colour revolutions” throughout Eastern Europe and Central Asia, continuing the US and NATO policy of containing Russia and China; while controlling access to major natural gas reserves and transportation routes. The “colour revolutions” have been a pivotal force in geopolitical imperial strategy, and analyzing them is key to understanding the New World Order.

Bombs and Bribes

Red-DawnWhat if tomorrow morning you woke up to headlines that yet another Chinese drone bombing on US soil killed several dozen ranchers in a rural community while they were sleeping?  That a drone aircraft had come across the Canadian border in the middle of the night and carried out the latest of many attacks?  What if it was claimed that many of the victims harbored anti-Chinese sentiments, but most of the dead were innocent women and children?  And what if the Chinese administration, in an effort to improve its public image in the US, had approved an aid package to send funds to help with American roads and schools and promote Chinese values here?

Most Americans would not stand for it.  Yet the above hypothetical events are similar to what our government is doing in Pakistan.  Last week, Congress did approve an aid package for Pakistan for the stated purposes of improving our image and promoting democracy.  I again made the point on the floor of the House that still no one seems to hear:  What if this happened on US soil?  What if innocent Americans were being killed in repeated drone attacks carried out by some foreign force who was trying to fix our problems for us?  Would sending money help their image?  If another nation committed this type of violence and destruction on our homeland, would we be at all interested in adopting their values?

Sadly, one thing that has entirely escaped modern American foreign policy is empathy.  Without much humility or regard for human life, our foreign policy has been reduced to alternately bribing and bombing other nations, all with the stated goal of “promoting democracy”.  But if a country democratically elects a leader who is not sufficiently pro-American, our government will refuse to recognize them, will impose sanctions on them, and will possibly even red-dawn-wolverinessupport covert efforts to remove them.  Democracy is obviously not what we are interested in.  It is more likely that our government is interested in imposing its will on other governments. This policy of endless intervention in the affairs of others is very damaging to American liberty and security.

If we were really interested in democracy, peace, prosperity and safety, we would pursue more free trade with other countries.  Free and abundant trade is much more conducive to peace because it is generally bad business to kill your customers.  When one’s livelihood is on the line, and the business agreements are mutually beneficial, it is in everyone’s best interests to maintain cooperative and friendly relations and not kill each other.  But instead, to force other countries to bend to our will, we impose trade barriers and sanctions.  If our government really wanted to promote freedom, Americans would be free to travel and trade with whoever they wished.  And, if we would simply look at our own policies around the world through the eyes of others, we would understand how these actions make us more targeted and therefore less safe from terrorism.  The only answer is get back to free trade with all and entangling alliances with none.  It is our bombs and sanctions and condescending aid packages that isolate us.

Exit Afghanistan and Leave Iran Alone

marine_AfghaThe Obama administration’s quest to control the health-insurance industry has dominated the headlines for months, but finally — with the news out of Iran and Afghanistan —foreign policy has again asserted itself. It was almost easy to forget that the United States maintains a worldwide empire, but the reminders came leaping off the front pages and the television screens.

Word that the U.S. commander in Afghanistan wants 40,000 more troops and that Iran has a hitherto undisclosed uranium-enrichment facility gave the empire enthusiasts something to get excited about. The advocates of Pax Americana tell us that we must “win” in Afghanistan and be ready to bomb Iran if the leaders there don’t prostrate themselves to the U.S. government forthwith.

For Afghanistan President Obama is deciding between a stepped-up war on the surging Taliban or a smaller-scale campaign against al Qaeda. In Iran he refused to take military action off the table while he gives the Iranians a chance to come clean in head-to-head talks.

Few voices can be found in the mainstream media criticizing the continuation of the Afghan occupation or the rush to confront Iran. Virtually everyone thinks it is America’s duty to police the world and mete out punishment whenever it decides it is justified in doing so.

Some contrarian thoughts are in order. The United States has occupied Afghanistan for eight years. What does it have to show for it? It’s backing a corrupt central government that has almost no legitimacy, while warlords and the deposed Taliban rule beyond the capital. The integrity of the last election is widely doubted. The violence intensifies.

Who’s surprised? Don’t they call Afghanistan the “graveyard of empires”? Didn’t the Soviets, British, Mongols, and many others meet nasty fates there? Do “our leaders” learn nothing from history? Don’t be fooled by the line that Afghanistan is a big enough threat to justify the United States tempting fate. The Bush administration erred in not treating the 9/11 attacks as crimes instead of as acts of war. Invasion, regime change, occupation, and nation-building were absurd responses, especially when you consider that we can best protect ourselves from terrorism by not behaving like an empire. Terrorism is the tactic the weak uses against the strong, particularly imperial forces. Forswearing empire is a far better way to prevent future attacks.

Adding an attack on Iran to the list of U.S. provocations would be crazy. Even with a nuclear arsenal, Iran is not going to attack the United States or Israel (a nuclear state that unlike Iran has not signed the Nonproliferation Treaty). Why would it want a nuke? It might have something to do with the fact that U.S. presidents have threatened Iran in word and deed repeatedly since 1979, when the Islamic revolution dumped the U.S.-backed dictator the Eisenhower administration installed in power a quarter-century earlier. Since the revolution U.S. governments have tried to subvert the Iranian regime, conducted threatening war exercises off its shores, and helped Saddam Hussein — yes, the same one — when Iraq launched a war against Iran in the 1980s. Now the United States occupies Muslim countries to the east and west of Iran.

iranmapNow why would Iran wish to have a military deterrent?

Obama and others say that if diplomacy doesn’t tame Iran, stiff sanctions would be the next step. Under international law that is an act of war. Sanctions harm — even kill — innocent people in the targeted nation. And they provoke others to attack the perpetrators, that is, terrorism. Do we really need reminding that Osama bin Laden specified the decade-long embargo against Iraq as one of the reasons for the 9/11 attacks? That embargo killed hundreds of thousands of children by prohibiting the importation of needed sanitation equipment and other vital goods. But it did not drive Saddam Hussein from power.

So if the United States spearheads sanctions against Iran, let’s not be surprised when some Iranian sympathizer attacks Americans “out of the blue.” We’ll have the Obama administration to thank.

And when sanctions fail, will war follow? It should be needless to say that bombing Iran would destroy many innocent lives while strengthening the Iranian regime, putting us into another quagmire, and further bankrupting ourselves. Will we ever learn that imperial foreign policy is self-defeating?
